I lived on the property when it was managed by the previous company, but judging from the reviews, things haven't changed much with new management.
The buildings are old and seem to need more than just cosmetic upgrades. My upstairs neighbors weren't especially noisy, but it always sounded like they were about to come through the ceiling into my apartment.
My carpet was frequently soaked due to an ongoing problem with the HVAC.
The ceiling in my bathroom was falling, but the managers ignored the problem until a building inspector came on the property. When management was forced to fix it, the "repair" lasted two weeks.
It wasn't unusual to see sheetrock removed so pipes could be worked on, and water to the property was frequently shut off.
With proper management, this could be a nice place - but it's going to take a lot more than French doors and new cheap appliances.
