A nightmare in Highland park

I lived in Highland Park in 2003 and the apartment itself was awful...the apt I saw was okay, but the one I moved in after signing the lease was messed the hell up.The carpet was old and smelled mildewed..water was brown when you 1st turn it on ...the whole thing was terrible maintenance was none...trash everywhere except in the dumpsters...I never had a parking space due to neighbors company...children was running around at all times of the night alone...and my next door neighbors played loud mexican music every Sunday....the rent office was never open...i would not advise anybody to move here its not worth the time or the little money they charge....put another 100.00-200.00 and move in a nice place.
