It's a shame that poor management ruined what was once a nice complex.

I rented this apartment because I really like the location, I like the apartment unit itself (roomy, attractive design), and when I began renting here, the grounds were really pretty. This was one of, if not the nicest complex in this area. I also thought the management company was fair and easy to deal with.
A few months after I signed my lease, Harbor Management bought the complex, and ever since then everything has gone downhill. They sent landscapers out to butcher the trees and shrubs. Now part of the shrubs are half-dead and the trees don't have limbs until about 20 feet up, which looks stupid and reduced the amount of shade.
The water bills used to be individually metered and you only paid for exactly what you used. Harbor contracted with a company called Ista, who basically meters your hot water usage and then applies a formula to figure out how much water you used overall. So basically, you are paying based on an estimate. I am the only person in my apartment and I pay anywhere from $55-$65 a month for water, sewer, pest control, and trash, and occassionally it spikes to $75-$85 a month for no apparent reason. I tested for leaks by reading my meter before a out-of-town trip and then again when I returned. There were no leaks, so there doesn't seem to be a logical explanation for any of the high water bills.
I have had to call maintenance out to my apartment for things, and often it doesn't get fixed at all. They will say nothing is wrong, or they will do something that doesn't really work. I also had a problem with them not knocking loudly enough and allowing you time to get to the door before they barge in. One day I got out of my shower and on my way to the bedroom noticed my front door was wide open. They seem kind of cavalier about sending people out to your apartment when you're not in it anyway, and I have had some valuables come up missing since I've been here.
Even though you are paying more rent to live in a gated community, the gates were broken for a long time and they didn t make any real effort to fix it for a long time. Even now that they are fixed, they have them timed so that 3-5 vehicles, or more, can easily enter each time it opens. Of course, a lot of the residents here are pretty bad themselves, so I don t know if the gates can really prevent many problems or not.
There are lots of college students here who invite lots of their friends and monopolize the pools. They also get drunk and fight. I have also seen them driving off while they seemed drunk or high, and my car was even hit by someone while it was parked outside and there was $600 in damage.
The grounds are covered with dog excrement, and they refuse to clean it up or try to figure out who is making the mess. Whenever you complain, they want you to figure out who's doing it, but not confront the person. They say they are filling out work orders to get someone to clean it up, but they never do, and it piles up. They also have no breed restrictions that I know of, and some of these large dogs leave a considerable amount of mess.
One lady in the office is exceedingly rude every time I have to deal with her, and the others seem really dense. It is very difficult to explain anything to them because they don t listen very well and they don t seem smart enough to grasp anything beyond the most basic information. They also are consistently problematic about saying they are going to do something to appease you, but then not following through.
I know complexes will raise your rent on lease renewals, but this place tried to raise mine by about $50 a month when they are already doing things that raise the cost of living here, such as contracting with Ista and allowing them to rip you off, and contracting for waste pickup and not giving you the option of declining it.
These things were not problems with the previous company. Everything wrong with this place all boils down to the fact that the Harbor Management team clearly does not know how to run an apartment complex.
