Not bad, but I see how it could be.

I've lived here for about six months now. Single, no pets, in a one bedroom. I love it here, but I think I got very lucky. The apartments are very big, but as a consequence the acoustics are terrible. I listen to most music or TV on wireless headphones - it's easier to hear, and keeps things quiet. I appear to have quiet couples on either side of me, but if you have a family or end up living next to someone with a family or who had parties, I bet you would be able to hear everything they said. I walked by one door down the hall a few weeks ago and heard someone banging away on a drum kit clear as a bell - that would be a nightmare.
There is a gnat issue. I use the jar with cider vinegar and dish soap method of catching them, so it's not a problem for me other than getting the occasional one buzzing around my computer screen. Other than the gnats, I have had no bugs. I much prefer the very minor inconvenience of the gnats to roaches or rodents.
The apartment was a little dirty when I moved in. Someone had added a blue drop-in to the toilet tank so I couldn't see all the caked-on gunk inside the toilet. (I thought when the leasing agent flushed the toilet, she was just trying to show that it worked - silly me.) But it all came clean with some bleach cleaner and elbow grease (all of it - there was also a lot of gunk I mopped up from the floor - the dark floors make it difficult to see mess).
I can hear the water in the pipes when my upstairs neighbors flush/run laundry very clearly. The kind of clearly where if you had guests over, conversation would stop and everyone would stare at the pipes. I got used to it after the second day, and don't find it a big deal anymore.
Those are the major downsides. Otherwise, it is very big and very cheap, and I think fairly safe. (I've never felt unsafe, at least.) I saw someone had posted a review about someone getting stabbed - if that happened, I never heard/saw anything about it. We did have an issue a couple of months ago with some stupid kids pulling the fire alarm (happened four times in the span of a couple of weeks), but after notices threatening eviction for the perpetrators were posted, no one has pulled the alarm. I have also not had a problem with management not getting a check, but I always hand them off personally. They cash them very promptly (usually two days' clearance), so you should be able to check with your bank and make sure before it becomes an issue.
On the whole, I like it, and I'll probably stay here until I leave my job or get a raise that puts me out of the restricted income range. This is low-income housing, and some people here are less-than-classy, but I've also met many very normal, friendly folks. A note for college students: they auto-reject full-time students for residency (something about not wanting it to become a dorm - that's what the leasing office told me, anyway).
