Jefferson/Promenade on/at Peachtree originally seemed like a pretty decent place to live. The location is so-so b/c it's right next to peachtree industrial and has a corner cut out for a BP. However, just down Johnson Ferry is a fairly nice little area. It's no Va-Hi, but hey, it's Chamblee we're talking about.
The rent is okay - I too have been annoyed at great ends by the "Surprise! we're going to charge you THIS now!" that seemed to keep happening post-Equity's acquisition.
I've read here that you hear all this noise - I remember worrying about this when I moved in, but in my experience, the noise really hasn't been bad. Only occassionally do I hear pipe-related noise or noise from above (2nd floor unit). However, I was ABOVE the garages, so I'd usually hear the garage doors. But actually, that's a good place to be b/c you don't hear any other noise from below. So that said, I recommend taking the noise complaints with a grain of salt. DO realize that if the unit is next to tennis courts, pool, gym or some other high-traffic area, you're going to get noise. That's pretty much a no-brainer though. And let's keep in mind that this IS an apt complex - what do you expect'
PaP has a wide range of tenants. People complain about "quality" going downhill. I'm unsure what this means, but I can imagine its some masked euphemism that is probably based on stereotypes related to race. I need say no more except if so, shame, shame on you.
About parking ... b/c PaP offers garages, parking for CERTAIN buildings is bad. For example, buildings 7, 8, 9, 10 (maybe messing up with a couple of those #s, but it's the buildings on the south western side of the complex) have parking in different bubbles. There's a stretch of parking spots that are almost ALWAYS full. If you're in building 8, expect to park far away. If you're at building 9, you probably can find a fairly close space, but you may have to walk about 100 feet. There's just a small area that gets totally screwed on parking and it's just the fault of the layout of the complex. Honestly, walking to your car isn't a big deal to me, which brings me to my biggest pet peeve about the parking situation - all the people who illegally park in fire zones instead of finding a parking space 50 feet farther away. Seriously, this is the height of laziness. The worst part is that it seems that since Equity took ahold of PaP, they don't try and prevent people illegally parking. I know I did it early on - last fall - and got a ticket by the chamblee police. The police would randomly come and ticket people parked in these no parking areas. Well, I haven't seen any of those pink slips under windshield wipers in months. And the cars that park illegally tend to be the same idiots over and over again. Management does nothing about this, so you just have to dodge these vehicles.
The gates are a freaking joke and they're dangerous. Never ever ever get in the way of those things if you can't completely clear them with your vehicle b/c the sensors are who-knows-where and the gate WILL close on your vehicle if you're not on the sensor. And no, you're humongous SUV can be parked directly in the path of the gate waiting to exit and the gate shant have a clue and WILL close on you. Gates are totally worthless IMHO.
Now to the heart of why PaP sucks. The place is dirty and management seems 100% okay with this. There has been a stick of gum on the stairwell of my building since DECEMBER - yeah almost six months now. Forget the moron who didn't pick it up in the first place, mgmt should try to clean this stuff up. Isn't that what landscaping is for' And the dog poo is EVERYWHERE. I'm seriously on the verge of hating dog owners b/c apparently, it's not their responsibility to clean up the !@#$ of their pets. That's not PaP's fault, but they could definitely clean up this stuff when they see it. In other words, the responsible tenants shouldn't be punished b/c some a-hole is too lazy to take care of their dog. Seriously, the dirtiness of PaP is the biggest problem. It's like mgmt takes no pride in the complex at all.
To sum up, just like any communal living/apt complex, you're going to have neighbors who have no sense of respect for others. This is a given. But how mgmt deals with this is another issue - Promenade at Peachtree just chooses to ignore it. It couldn't be more obvious that they just don't care (like so many of the residents who live at PaP). For that reason (and the other reasons too) I'm saying good riddance.
ADDENDUM: Awesomely, about two weeks before moving out (got out of that place Saturday - whoo hoo!), the fire alarm went off in building 10 (or 11, can't remember) around 11:15 p.m. The fire truck came and tried to turn it off, but every time it got turned off, it just came back on. I was in building 9 (makes a corner with bldg 10/11) and we heard the alarm going off all night long. We could sleep fine, but it wasn't going off in our building. When I left for work the next morning at 7:30 A.M., the fire truck was still there. Who knows when they finally got it to shut off. OOPS!
Re: INTERNET: Two things. First, if you want internet, your only option is Bellsouth DSL. I didn't get internet because I was going to have to get a phone line (I just use my cell phone), installation costs were $200, and monthly service for the line was $40-45. So for a 12 month period, it averaged out at $90-100/month - CRAZY. So I occasionally "borrowed" wireless from non-secured neighbors, but that rarely worked. Word the the not-so-internet saavy, change your linksys password from "admin" to something else! Though I would only log on to neighbor's routers to try and fix them, others might not be so good-willed. Oh and my experience with other people's DSL: it's terrible.
Re: MOVERS: In the process of moving out, my wife and I used two different movers - STAY AWAY from PEACHSTATE MOVERS. They're nice guys, but they're totally not professional - despite their appearances (uniform tshirts and logo'ed trucks etc)!!! If I said to you "we'll combine it into one move so there will be no charge", would you interpret that to mean an additional charge of $100' Huh!'!' Obviously, that's not the whole story, but that quote/paraphrase up there is practically verbatim what "Sam P" at PeachState said to my wife and me. Also, require a contract before the morning of your move - you don't want any surprises (also speaking from experience with PeachState movers). And don't expect Sam P to comprehend how such a statement as the one above could be confusing!!! He actually got mad at me for not understanding!! HUH''' Totally unprofessional. The movers were nice guys at PS, but they could taken more care of our furniture - they scuffed up one of our couches really badly. Solution: well, we had a good experience with All Metro Sunbelt Movers. David there got me the contract via fax way before the move date and his guys were very VERY careful with our furniture (my wife and I both had units at PaP but our move out dates differed so we had to get two different movers). Surprisingly, AMSM was also cheaper! We would have used them again, but they were booked up for the July 4th weekend. Also, if you can organize hiring the labor yourself, that might be the best way to go. We paid the movers 85/hr for two guys but the guys were only paid 13/hr. Just FYI.
Re: living in Atlanta: live where you want - I'm now in Midtown in a duplex - almost four times farther away from work. But get this - my commute is SHORTER. I still can't believe it either. Don't settle b/c you'll regret it and just want to move halfway into your lease. Craigslist.org is an invaluable tool. Also creative loafing was good and just driving around in the areas you like isn't a bad idea either. Sorry this review is so long!!!
