Not the best, but not the worst either...

Years at this apartment: 2002 - 2003
I've lived in Whisperwood for over a year. The biggest problems with the area are the following:
1. The clientele is massively military. Where the problem comes in is that it seems to attract unsavory types to the place. There's a group that lived near me, for instance, that had a beer party every weekend that usually erupted in drunked brawls and the police being called several times. People that lived downstairs from me would get into huge cursing/screaming fights outside at 2 in the morning. There was never enough parking for the people that actually lived in the place, so the added traffic of the big military beer parties every weekend meant parking near your own apartment was a pipe dream.
Parking was a huge issue. Why any place would only allow for 1.5 cars per unit parking is beyond me in this day and age of massive vehicular proliferation. Most people have 2 cars nowadays. Some have more. So when these parties happen and all the "friends" show up who don't live here (but can get in the front security gates anyway)...there's no place for anyone to park.
I've had people literally park their cars BEHIND mine so I can't get out of the parking space. That necessitates hunting them down in some unknown location and getting them to move their car so you can get out.
2. Space is another problem. Moving in and out is a nightmare. If you're using a moving truck/van...there's not only no place to park it that won't interfere with your ability to park/drive, but no one else will either. Because of all the military moving in and out of here all the time (military guys stationed here rarely stay because Benning is a short-term training post mainly), there's almost always big moving trucks blocking traffic somewhere.
3. Trash...there's only 2 dumpsters. They are located NO WHERE NEAR any buildings. You have to drive your trash to the dumpster. This becomes a problem because the trash is often overflowing once you get there. People often forget the trash stuck on the tops of their cars, too...so it ends up on the sides of Milgen Road as a very unsightly mess. This occurs almost weekly.
4. Laundry...with only 2 laundromats in the entire place, there's almost no place to do laundry. Most of the units don't have hookups for washer/dryer. Each laundromat costs you over 2 dollars to wash and over a dollar to dry..and takes 30 minutes to wash and 80 minutes to dry. This is 5 minutes longer to wash and a dollar more than the local 'mat that's almost 3 miles up the road. It's, also, 35 minutes longer and almost a dollar more to dry than the local 'mat. However, walking your loads of laundry to the laundromat in Whisperwood means lugging it several blocks or driving it there...not very convenient whatsoever.
Then...there's only 4 washers and 6 dryers, so there's usually none available and everyone standing around, waiting to use one. Oh...and you have to pay 5 dollars just to get a smart card to even USE the washers/dryers in the first place!
5. The staff is incompetent. The only person I have met who has been capable of doing their job decently was Tim. He can't do everything, though. They lost our rent one month...and we had to come show them receipts (thank God we kept them!) to prove we'd paid them. It still took nearly 2 weeks to get that straightened out...all the time, being threatened with eviction!
6. Pets. Now...I like pets as much as the next person, but allowing people with huge dogs (rottweilers and labs) to wander around the complex without those dogs on leashes is a danger to the children of the area. Also, people do NOT clean up the feces...and even though the office says they'll fine you 50 dollars for it...there's still dog crap all over everything. Plus...having neighbors with multiple, yapping dogs can be quite annoying when those yappy dogs yap everytime you move in your own apartment!
7. Construction Materials: CHEAP. CHEAP. CHEAP. Oh...did I mention that they're CHEAP' The walls are literally made of thin sheets of plywood siding directly over the insulation. I watched them taking one of the apartment buildings' outside walls down, so this is the truth.
The inside walls are not even PAINTED! They're whitewashed with waterbased paint! That means they'll definitely have to repaint your apartment when you move out and charge you full price for it. If you try to wash marks off the walls yourself, the waterbased paint comes off...and there's the lovely grey sheetrock right underneath it!
The carpets were pretty...until the first time we vacuumed them...and HUGE TUFTS of the carpet came out. It's continued to shed the entire time we've been here...and even though we requested carpet cleanings be done when we renewed our lease (for free), they NEVER came to clean them even once!
8. Rent. When we moved in, our rent was 789 a month. In less than a year, they've increased it by over 30 dollars.
9. Safety and Security Gates: A JOKE. The gates break at least once a week (usually drunk morons run into them and tear the metal gates off the hinges). Anyone and their cousin can get in when the gates aren't working, so it's not a safety feature. There's no outside lighting and no security guards whatsoever. Roaming "gangs" of teenage boys have caused problems with vandalism of cars (my own car was vandalized). There's no safety here.
In other words...if you're single, have a big dog to crap on everything, lots of money to blow, less than 1.5 cars and no friends to visit you...and more tolerance than a saint...Whisperwood isn't a bad place to live.
