Overall Not Bad Exactly, But Some Issues You Must Live With

Overall the apartments are nice & roomy, and moderately comparative price-wise. I have had pretty good experience with repairs when needed, but those have been far and few between.
Office staff has be friendly and helpful, but there are some issues. Example: lots of crimes have been occurring lately and there has not been ONE notice posted or sent out to tenants regarding protecting your property or personal safety. That makes me wonder, "Why not'" The office staff has known about the crimes (break-ins, identity theft, and more) due to the large number of Gwinnett Police/crime-scene staff being present for reports.
THE APARTMENTS: Good color schemes, central heating & air seem to work well, but ceiling lighting is a little bit weak. Tall ceilings. Windows are nice & large. Conveniently located next to Breckenridge & also Pleasant Hill Road (very close to I-85). Parking is moderately sufficient, but expect to lose your parking space sometimes. There has been a lot of problems with non-tenants coming over to use the tennis courts to play soccer on weekends and they take all of the free parking spaces so that after a long day at work you get another surprise: nowhere to park! (they simply won't park in the adjacent empty lot).
Most apartments have an external, locked storage room with a sufficient size for many boxes and etc. Upstairs neighbors, when noisy and inconsiderate, can be heard easily through the floors. Private garages are available to some 1, 2, & 3 bedroom apts. but the rent increases by at least $100 for this. Your water/utility bill will be around $40 for a 1-bedroom apt. with average use.
The apt. complex is gated, and requires an entry code for entrance; HOWEVER only one side of the complex can be entered-the other is exit-only! Meaning you can leave on the opposing side (2nd gate) for convenience but must drive all the way around again to come back. The 2nd gate has NO KEYPAD and requires a card/remote for entrance, and only certain tenants get those.
TENANTS: Not too many "thug wanna-be" tenants, but there are some. The Prescott has both some professional & middle-class tenants but unfortunately also some slightly lower-class tenants, where most of the noise and litter comes from. The problem seems to be sometimes not the tenants themselves, but there friends who they invite to stay and when they do, here comes the noise & litter and there goes your parking!
You may encounter additional noise from immigrants who socially inept and less considerate, but that's luck of the draw. Others were very nice. Had a number of problems with noise and lost parking (main spots) when some of the girl's lovers came by for a "booty call" at wee hours in the morning.
Renewal rates are too high; oddly enough I could renew for only about $760/mo for 11 mos, or about $800 for 12 mo. (up from $690/mo.). Why'
CRIME & BREAK-INS: at the time of this review, quite a few have occurred! It is suspected that due to the particularly odd times that break-ins occurred (during the day, when some tenants were "coincidentally" at work) that the part-time staff (not office) are responsible for the break ins. Quite a few occurred in building #10, along with a case of identity theft and a mailbox busted open.
In one particularly exciting event, we actually had a get-away vehicle, being chased by police, drive to The Prescott and SMASHED THROUGH the front right gate. The cops chased the guys down, including with dogs and everything.
SUMMARY: If you are looking for apartments only on the basis of cost, I think you may like The Prescott. HOWEVER, you need to be prepared to deal with crime, parking problems, and etc. To be fair, Duluth is seeing increasing crime so it's not really the fault The Prescott-it's just that they are not helping to keep it down.
I would suggest not moving to Duluth if at all possible, or on the outskirts if you can. With a "melting pot" area you get "a wider selection of crime." I did like living around a variety of neighbors but sometimes it's such a pain in the arse when dealing with some.
I hope you like my review-I believe in being brutally honest, because it's your money, your time, and your sanity at stake-and in some cases, your credit report & personal property! I would suggest, and told to me by a Gwinnett PD officer, getting a handgun & training if living in this section of Gwinnett.
