We just moved in and the office staff is great! Unfortunately it seems 'revolving' so you may not be dealing with the same people every time. However, they're all more than happy to help you. (You attract more flies with honey than with vinegar, as the saying goes...) As far as the noise level, Well... I didn't even know anyone lived below or beside me.

Give it some time. When I first moved into my apartment it was fine, but in the last year (right after I signed my renewal)the noise went from low to off the charts. My neighbors were blaring their music just last night about 2a.m. and those are just the neighbors below me. At 4 a.m. my neighbors above me decided to argue about something and added door slamming to emphasize the anger. When I have complained previously about the noise, management told me I had to call three times before they could do anything. What a joke! I can't wait until my lease is up!!!
