Really dissapointed

I work in property management so I expect management and maintenance to be certain way. The day I moved in, it had been raining and my entire bedroom floor was wet, I mean soaking wet, as well as my livingroom floor. Maintenance insisted that the window must have been left open, but anyone with a brain could tell that the water was coming from the floor/foundation. So I could not move in my first day becuase they had to wet vac and treat the carpet for mold. Thank God that I had two weeks left on my previous apartment and taken my bed apart yet. Anyway, the next I was able to start moving in except in my bedroom because the carpet company hadn't been back in to relay the carpet and replace the pad, so I had had to sleep on my mattress on the livingroom floor. Needless to say, everytime it rains, my livingroom and bedroom carpet gets soaked and the second time it happened they tokk care of quickly. The last time it happended, two weeks ago, my work request was ignored for a day and a half. When maint. finally came out, he claimed to have done some caulking, removed some landscaping straws and added an extension to the gutter downspout. That is what was work order that was left thrown haphazardly in my recliner in the livingroom.
That's all fine and good except that they didn't send anyone out to treat my carpet. So it smells and is funky. It has taken over a week to dry, and another week for the smell to die down. I am on the verge of filing a complaint with the health inspector because we requested carpet treatment and it seems they forgot, at my job, this is something that is considered an emergency because mold and mildew can lead to serious health problem and they should have been treating for mold first thing and not tring to fix exterior problems that are clearly more extensive then caulking. I am looking for somewhere else to live rightnow and plan on breaking my contract, even if it will cost me, but I don't think it will if I bring a county health inspector to the office with me when I give my notice.
