New management - incompetent or deceptive'

We moved to Sterling Highlands because it was conveniently located, and we thought it was a decent place for the price. We had some maintenance issues that were fixed to our satisfaction, and the leasing office people seemed relaxed and nice without seeming fake. So we had no problems until the new management came.

After the place became Century Crest, just about everything changed in a bad way...oh, except they immediately remodeled the leasing office to make it way fancier than any of the actual apartments. They spent who-knows-how-much doing this remodeling (instead of improving the quality of people's apartments), and then they put signs by the road advertising "resort style amenities". What hypocrisy! Because we also noticed that they stopped picking up litter and cut down the pretty trees at the entrance (and left the massacred trees lying on the ground for weeks and left the tree stumps permanently). If I think of a resort, I don't imagine tree stumps surrounded by litter.

One day I went to my car and found a big sticker on my window informing me that my car would be towed the next day because my car tag was expired, but my car tag was clearly not expired (which the manager had to acknowledge when I went to make sure that my car would not be mistakenly towed). I guess they just hated to say that my car wasn't "resort style" enough for them.

When our upstairs neighbor flooded our apartment with water (see picture), we couldn't get the office to send maintenance to fix the damage. The office kept saying that the maintenance would be there, but we finally had to go in person to talk to the manager after 3 weeks of repeated requests and broken promises.

On our move-out day, we requested a walk-through inspection so that we could be sure that we would not get any erroneous surprise charges (we had that happen at the previous place we lived - we were trying to prevent something similar from happening). The guy who did the inspection kept remarking about how clean the place was. He said that the place was "immaculate" except for some water damage (never fixed from the flooding) and one set of bad blinds (we explained why we shouldn't have to pay for those and he agreed - the previous management had said they didn't like our plain white curtain and they wanted us to put the blinds back up that we had taken down; we said the blinds were no good; they said they would replace the blinds; we said that we would still prefer a curtain; they reimbursed us for the purchase of a new curtain that we both liked better). We all signed the paper where this was documented, and we wrote our new address on that same paper. Then we got a letter about 6 weeks later (mailed to our old address where we obviously didn't live anymore - fortunately we also forwarded our mail) saying that we would be sent to collections if we didn't pay $3.09 by a date that was about 1 week before we got the letter. This amount was the excess of damages and cleaning charges over our deposit. We did pay the amount because it was so small, but we also had to call to ask about the charges and express our disappointment with the situation (and get confirmation that we were not sent to collections). The assistant manager said that she did the walk-through inspection after we left and she had no record of that paper (which had our new address and our signatures and the move-out walk-through inspection that was agreed by all parties, and which was also our move-in inspection that documented the apartment condition at move-in).

So I hope that someone out there will learn from our unfortunate, unfair, and irritating situation and take my advice: When you move out of these apartments or any other, insist that:
1. someone from the office inspect the apartment while you are present before you turn in your keys
2. you get a copy signed by someone from the office of the inspection paper that says specifically what damages or cleaning needs there are and that there will be no additional things added later
