Nice place, but a tad expensive/noisy

Overall I?ve been pretty content with PALP. I served my one year lease, signed three 3-month leases and am month-to-month now. It?s been a nice place to stay and is managed by pretty good people. Below I?ll list the "little things" that are annoying, but not annoying enough to make me contemplate relocation.
Being a military brat, we?ve rented most of our lives, and they?ve been one of the best management companies we?ve had. Sometimes they seem a little pretensious, but overall we?ve received very good service from them. They worked with my to get my company?s special tele-commuter phone line installed before I moved in and solved the "new building glitches" within 2-4 hours of reporting.
Repairs are usually pretty quick, and Tim, the head guy does a great job and lives in the community. The place is pretty clean, well painted, litter picked up (but not dog waste.. that?s all over the landscaping), the security gate works all the time, power is stable (we?re on a hospital power grid, so I think Georgia Power takes good care of us.)
The built-in garages are great for rainy/cold weather and for stashing your messy projects.
It?s a little expensive, not just rent. The utilities here are 5 times the average I have paid in other places, mostly due to poor insulation. This also causes noise problems. I can sometimes hear people walking around upstairs, always her college kids cars, can hear the hum of 316 to the south and air traffic overhead. Speaking of college kids, there are quite a few that come through here and like to party late. They seem to be in different places so I think the management (or their grades) are taking care of it, but there is always a new set moving in.
The water is expensive. 60% of my bill is "fees" instead of water, and they have changed billing companies a few times. The bills are usually mailed 2 months late. Highest electric bill for my two bedroom was $150, lowest was $79. Don?t forget to add that to the cost of the rent.
There is no DSL service and only one cable operator, Charter, who does an okay job and is up 90% of the time (and down the 10% you need it.) You cannot get IFITL or ISDN, but you can get DS1, DS3, and T1 service if you can pay for it. The local loop starts at 15,000 feet.
Fitness center and laundry are 24 hours, work great and are always clean. The party facility is closed after hours when you would actually want a party, so people are forced to have them in the homes and bother the neighbors. The Big Screen room is nice, but always locked. The computers work most of the time and I get a lot of free copies.
My three reasons to move are 1) too expensive (downsized job), 2) too far from Atlanta to do fun stuff (not complex?s fault) and no DSL (Also not complex?s fault). If they moved the complex to Dunwoody, I?d move with them.
