Desperate Interior renovation of apartments needed rather than exterior renovation.

Well, what can I say about these apartments. Someone complained online about I quote "I rented here for 2 years, the worst place I have ever lived. BEWARE of the ROACHES!!" And he is very right about the Roaches, God help us all. I am sure most of the complains does make sense.
Here is how your other Utility charges are applied like.. this one is applied for me. Other tenants can check their Utility charges accordingly by calling Leasing Office. In this way Tenants can get help in knowing their charges and how Wesley Place apply those charges. Remember these water charges and other charges are not from the Water Department but from Wesley Place Apartments why because Wesley Place Apartments receive only one Water Bill and that bill is divided as per management into all the tenants with the management discretion. Here what it says when you check your utility bill.

SUB: APARTMENT 119, NADEEM HABIB.
I have complained on several occasions about the renovation of apartment no. 119 verbally as well as in writing. Last time I complained about water leakage and washroom shower lever adjustment. Washroom shower remains a problem and still not been fixed permanently.
In the past there was a leakage in the Heater compartment which I complained and was fixed but after a long time to which a considerable damage has been done to the walls which displays a very dirty, rusty and peeling off look. I already took the pictures of the wall and washroom.
Also in the past my neighbor has complained about his ac unit malfunction and if I recall that was fixed after one month and that poor person has to live without air condition for one month. Furthermore, this person works out of city and he is home only on weekends and just yesterday he got the notice about his increase in water usage bill. This is just another example where there is no correlation between the bill and the usage. I believe there might be other stories how tenants are suffering because lack of management cooperation to their tenants.
Recently, I received a bill showing my rent has been increased without any notice in the amount of 16/-. I don t get it. Why I wasn t told when I was signing the lease agreement.
Upon renewing my lease for 6 months I asked specifically will there be any increase in my rent' and I was told specifically The Rent would remain be same that is 599/- plus 40/- utility charges and if I desire to change my apartment just ask and someone from management will assist me in finding me a renovated apartment. But unfortunately, the management has never shown me the right apartment like the apartment number 113 which has been assigned to a new contract lease tenant and there has been no word from your office.
As far as the maintenance and renovation is concerned no attention was given to the interior renovation, even though I requested several times.
Please reply to this letter in writing when I will be relocated from this apartment within this month since this apartment needs renovation badly, insects are crawling out all the time and there is no effective pest control.
Almost all of the apartments in my building, to the best of my knowledge, have been renovated with the exception of mine and my neighbor.
I understand the leasing business but there has been no follow up how the tenants are suffering and nothing has been done so far constructively. I am paying my Rent every month before time and I expect to get at least the satisfaction what I am paying for.
Once again please have me in writing when I will be relocated to a different renovated apartment and the sudden increase in my monthly rent. (Bill Attached)
