Poorly constructed....or just plain noisy

I lived at the Waterford apartments in Douglasville- they have now changed it to Lenox at Arbor Place- and it was bad. The apartments are beautiful but the noise is awful. Live on the 3rd floor if you are going to have to live there. The management is also something to be considered. They knew of problems within the building and they refused (or were to scared) to do anything about it. My experience there was horrible and I was completely MISERABLE there. Fortunately I no longer live there.
