Lived at apartment about four years

Years at this apartment: 2000 - 2004
This is not a writing to bash or bad mouth this apartment complex. However, this is what happened during my stay though the years.
The first two years of living at Wesley Creekside was very pleasant. Met and became friends with my neighbors. Management was nice and responsive. During the year of 2000 this was the best priced apartment around for $ 650.00 a month.(around $500.00/ Studio)
Changes started in 2003, and this is what I saw.
First was the increase of renter's insurance cost due to rising crime in the area. Almost every night the county police was in the complex. Night security guard personally told me he would quit if the apartment management did not change. He told me of a unsolicited stack of complaint papers from tenants. All my neighbors moved out due to problems with the complex. Had to help female neighbors from being harassed by a man that lived one building down from mine. This was in front of the main office near the gate. Tenants will play loud music while driving through complex. You may not experience this unless you lived near a high traffic area in the complex. In the years of 2003 to 2004 it was no longer permitted to sit or stand outside in the breeze-way due to harassment problems. No one could "hang" outside at night due to harassment problems. These were not issues until the last two years. Neighbors came and went as fast as the months. One night a pack of teenage men came into the breeze-way, speaking loudly," where is that white boy, we gonna kill him and still his ----" " he live upstairs","no he don't live here no more". (I was wondering why my upstairs neighbor broke their lease to move out.) That over heard conversation was the motivation point to move out. When outside to get the mail, a woman was almost always being harassed. Almost every tenant moving in that I spoke to asked where they could score some "pot".
New neighbors in 2004 were generally unpleasant. It no longer felt safe. Most people that say this apartment complex is not that bad have not stopped and looked around. After telling a friend to stop and look at her neighbors and her surroundings, she became scared and moved out breaking her lease and is now sleeping on a friends couch. When I moved in the price was $650.00, now its around $450.00. The complex can't seem to keep tenants. Also, I gave my 60 day notice and gave all keys back, including the old gate key-card and they now say I owe them money. Curious... apparently I ran up a $192.00 water bill in 16 days that I was not there. Plus they pro-rated my rent, which I paid, however they are charging extra from the date I turned over my keys to the end of the lease. I'm pay the same 3 days twice'..
The apartment manager did a walk through with me and said it was perfect and I would get my money back. Instead I'm being charged and have to talk to corporate to straighten this out, and the water company.
Don't get the alarm. It's an extra $10.00 a month. You should only be paying $10.00 a month if your system is connected to a real alarm system. Which means when your alarm goes off then some one should call or send the police. The complex charged me every month for my alarm and it was not connected to anything. Nothing like an over glorified car alarm. Hopefully this was helpful.
