Sounds like these people haven't changed at all in the fourteen years since I lived there with my two roommates.
I moved to this apartment complex in Spring of 1993 and had nothing but trouble from day one. My two roommates had scouted the complex out and I do not think they would have been able to see what we would have to go through.
1. First, we were told we could move in as soon as we got our paycheck stubs to them. My manager at IBM told me he had sent the paycheck stubs, so I moved down right after New Year's Day 1993. Apparently the stubs had been conveniently "lost." I had to live in a hotel for nearly a week, incurring a great expense.
2. On the day I got the replacement paycheck stubs, I was told I had to wait for the other two roommates to come before I could move in. Never mind that I was told otherwise initially, or that they weren't starting work for another week. Only after I complained loudly did they let two of us move in.
3. They gave us two keys for the apartment and one for the post office box. For three people!!
4. There were two trash receptacles. A trash can outside of our particular building and one all the way at the front of the complex. When we used the one outside the building, the neighbors pulled the trash out and put it at our doorstep and management threatened to fine US!! Not to mention that our neighbors had put their own trash outside their doors for weeks with nary a peep from management.
5. Our neighbors below waddled around, causing our whole apartment to shake.
6. We were promised an outside deck that never materialized.
7. The light in the entry way was burned out, and no one bothered to notice.
Finally, we moved out. No deposit return. In fact, I got sacked with a $150 fine for us trying to repair our apartment and not returning the keys (they claimed they gave us all three keys for the PO box, which was not true).
I was not living anywhere near Atlanta, so they sent the bill to my home, and I didn't see it until a week later. A week after that (two weeks), they sent a collection agency after me. I sent my check and prayed it would stop, but by November of 1993 it still hadn't been cleared up and I got one of these nasty "ARE YOU REFUSING TO PAY THIS BILL" letters. I found out that they had cashed the check months ago (and I had the cancelled check to prove it) and told the agency I hadn't paid. My note to the collection agency was a lot more civil than my note to the management. I do not like having my credit rating fraudulently trashed.

Question you stated you lived move out in 1993 and you are just now writting in? I have lived here for 2 years and have had no problems. but i think it is time for you to get over yourself and start telling the truth
