Having dropped of my 60 day intent to move, I thought it might be helpful for people who are considering moving here to be made aware of my experiences over the last 3.5 years here at Flagstone Village.
The office staff will generally give you a minimum level of service. While they are not outrightly rude, they can often come off as indifferent or apathetic. Should you be going in to request repairs, be sure that you do it in writting. Verbal requests for repairs are acknowledged, then ignored. In the past, I've needed to submit multiple written requests for repairs. In these occasions, I've needed to quote Georgia landlord/tenant laws and the legal obligation (through GA law and their lease agreement) they have to make repairs within a "reasonable amount of time". I've also had to give them a specific deadline by which repairs would need to be made by them, else I hire a third party company to make repairs (and thus deducting my costs from the rent).
My worst experience with repair requests took the office staff THREE DAYS to respond to a glass door replacement after a break-in. This was during the winter, and rendered the apartment uninhabitable due to the temperatures outside. Several calls to the emergency maintenance number were ignored. Their response was that they misheard the apartment number, which is a bald-faced lie. I had left the apartment number, my phone number, and my name in EACH message. They hadn't even bothered to call me back to tell me that the issue couldn't be addressed immediately.
The maintenance staff has generally been cordial and polite. The staff has changed frequently over the years for the better. It's much rarer now that they need to make multiple visits for the same repair.
The outdoor area is poorly maintained. The complex seems to alternate years that they will hire a company to maintain the lawn and hedges. In 2005 and 2007, the grass was mowed and hedges were trimmed. There is virtually no pest control, either. Much like the lawncare, residents may see an external doing preventative spraying once every other year.
There are many outdoor lights that do not work at night. In many areas, there is no light whatsoever. The pool is the only item that is consistently cleaned. The playgrounds are nothing to speak of; mudpits with old, dilapidated equipment. The "car care facility" has never worked, and was finally dismantled. The common area for cook-outs is nothing more than a post that used to host a grill, and two torn-apart benches. The trash compactor is frequently overfull. The second tennis court has no nets, the lights do work, and there is graffiti on the cracked surface.
The residents are a mix of honest, hard-working, principally blue-collar workers and crass, ignorant, loud people. Those with whom I've frequently spoken are pleasurable to talk to, while others will cuss you out for no reason and with no instigation. It is not uncommon for groups to congregate in such a way that it blocks the street. They will look at you as if you're an inconvenience (at best) or down-right out-of-line for wanting to drive to your apartment.
I've never had an upstairs neighbor that has had quiet children. They often spend their days stomping, running, and jumping rather than being taught how to behave while indoors. On the flipside, many of the parents will not or cannot take their children to an appropriate location to allow their children to expend their energy. Additionally, all of the apartments have sliding glass doors out to a porch area. On ground-level apartments, this makes it much easier for thieves to break in and steal.
My strong advice is that you steer clear and wide of Flagstone Village. Should you move in, be sure you get an apartment that is not on the bottom floor. Also, strongly consider obtaining a concealed-carry permit and purchasing a firearm for self-protection.
