To put this in context, I first moved into Arbor Mill in April of 2001 and moved out over five years later in at the end of September of 2006. I was truly hopeful of improvement when the new management took over at the beginning of 2006. They immediately began refurbishing the buildings and making other changes that while a hassle to deal with while under construction at least promised improvement and showed that the new management was intent to improve things. Also the old management continuously came across as unwilling to address tenant complaints and uncaring. Alas, the new management has proven to be no better if not worse in many regards. Here follows the experiences with me under the "new" management that finally drove me away. First of all I travel extensively with my job and am out of town for long periods. This was communicated to the aparment office and a cell number was left for them to contact me. During June 2006, I noticed that my refrigerator was on the fritz. It kept tripping the circuit braker. I could reset the circuit braker and it would turn back on but eventually trip again (sometimes after a few minutes sometimes after several hours). I reported this problem to the apt. office personnel who told me that the maintenance staff was very busy right now with multiple A/C problems and wouldn't be able to get to it immediately. Understanding the situation, I courteously acknowledged this and said that I could handle a couple of days delay and could continue resetting the circuit braker in the meantime. But I let her know that after about five days I would be leaving to go out of town for work for about two and a half weeks and they must not forget to fix it or I would return to find everything in my refrigerator melted and rotten. She assured me that that would not happen. Guess what, a little over three weeks later I return to find my refrigerator filled with mold and rotten food and reeking. I calmly went to the office to remind them of the problem and let them know of the current situation. They assured me that they would send someone out the next day to take care of the problem. Realizing that mistakes happen I remained calm and didn't get angry with them but nicely asked for attendance to the problem. Late the next afternoon I returned home from work to find that nothing had been done. Again I calmly went to the office and nicely asked that the problem be addressed and received the same assurances. Thursday morning I left for work late so I swung by the office to remind them again, this time I was told to call back in the afternoon to check on the status and remind again if necessary. When I called the problem still had not been addressed and I was told that they would send someone over. Returning home late that day I found that nothing had been done. Understand that at this point it had been almost four weeks since I initially reported the problem and almost three days since I returned to find the refrigerator in the state that it was. By this time I had determined that the problem was not the refrigerator but the circuit braker but at this point I was stuck in an apartement with a smelly refrigerator and had to keep what little perishables in a small ice chest. The situation was rather disgusting. So Friday rolled around and I had the day off from work with several errands to run. As the end of the day drew near and still nothing was done I finally had to get angry with them to get anything done. I went to the office and told them that if they didn't take care of the problem and get me a new refrigerator by the end of the day then I would hire an electrician and buy a new refrigerator and take all expenses out of my rent. Of course this is not what they wanted to hear, so they finally sent someone over to look at it (four weeks after the intial report of the issue, four days after my return, five visits to the office to remind them, and two phone calls!) The circuit braker was replaced and of course the maintenance people were very apologetic for the delay, claiming to not having been told of the problem. However, at this late point in the day they would not be able to get me a refrigerator until Monday. I told them there was no way that I was going to keep that smelly, health hazard of a refrigerator in the apartment over the weekend and do without a functional refrigertor. To that they said that they would clean the old one up for me but there was no way I was going to put food back into that refrigerator. Finally they agreed to bring one up from an empty apartment. I agreed to this and was satisfied at that point. Of course I had a minor issue with a missing ice box in this refrigerator which took another month and constant reminders to get corrected. I complained about this situation to the manager (who had been out on vacation during the week that the refrigerator was out) and asked for restitution for my inconvenience and lost groceries. She later told me that the ownership company were going to send me a Publix gift card as restituion for the lost groceries. Of course I never got that. By this time I had decided that it would be time to move once my lease was up (I ended up having to extend for three months due to extenuating circumstances). And then came the hassle of trying to get my deposit returned. It was not a huge deposit ($125) but one I was certainly entitled to. I received a letter stating that they would refund it to me (minus $20 for a day of rent despite the fact that I checked out four days prior to the end of the month but the lease period was through the first of the month, hence the one day). After several weeks went by without receiving the deposit check I tried to call the apartment manager to inquire about it. Three times I called over about a three to four week period, each time being told that he manager was not available but that she would call me back. I never heard from them at all. Finally I called the owning company, Wesley Apartment Homes, to inquire. That took over a month and three phone calls before I finally (in January 2007) received my deposit check. Needless to say my main complaint was the ridiculous level of unresponsiveness by Arbor Mill. While I did'nt consider the rent to be expensive I certainly wasn't getting what I was paying for in terms of service. So I most definately do not recommend it to anyone else.
