Poor management!

Years at this apartment: 2003 - 2004
 
I have been a tenant since August of 2003 and I'm yet to have my dish washer fixed. I have made numerous requests at the office but they seem not to understand the importance. Secondly, I receive water bills of up to $60.00 a month. The only explanation they have is that it is based on how much hot water was used. How can I use that much hot water being a full-time student, meaning that I spend very little time at home and don't even own a washing machine.
If you need a complex with good maintenance crew (and have air filters), this is definitely not the place for you.
