If you want drafty windows, thin walls, and creaky floors, this is the place for you. Oh, and don't overlook the oh-so-lovely parking lot shoot-out in Dec 2003 that was 1) never addressed by management and 2)related to a group of kids living in the apartment that were not even on the lease.
As the minimum requirements for residency---low or no deposit---dwindle, so does the clientele. I would definitely look elsewhere before buying into the so-called "appeal" of these apartments.
