services deteriorate due to low rental prices

We have witnessed a distinct tendency for Archstone management here to tacitly ignore numerous tenant lease violations like pet responsibility, commercial vehicle parking, too many folks living in an apartment, businesses operating out of apts or out of the storage garages. There is little concern for someone from the office to actually come out to the area and observe the situations in progress. They want us to report who is responsible, etc. Children are allowed to run rampantly throughout the parking areas - no wonder, there is little in regards to play areas in the complex even though management is quick to point out that they don't discriminate against families and children. Evidently they don't discriminate against those who choose to push the limits of the lease, either. They are reluctant to point out parental responsibility for their children's actions, even though the lease clearly states that parking lots and hallways are not play areas. There is also the recent threads as noted by a number of people - for example, the sudden change in cable providers even though we had one of the best companies in the country (Charter) providing top notch cutting edge technology (Digital on demand). The thin excuse was they were getting too many complaints (not true to our knowledge). The potential for better service is there, if they laid new fiber optic lines, but as of today (Jan 9, 2004) we have no digital services (evidently we aren't even getting a stereo audio signal!), no ETA for digital, much less any acknowledgement that HDTV exists much less an idea when they will deliver that. Research has revealed that MediaWorks supplies cable services to many apartment complexes in the SE, and surely they cut a sweetheart deal with Archstone to force Charter out. We now pay premium prices for inferior services, and had to pay two months in advance (Charter was only one month ahead) but note they graciously waived the security deposit even though the change was FORCED UPON US. Their customer service is abysmal, evidently command of the King's English and knowledge of their basic technology is not a requirement to work for MediaWorks whereever their customer service center is. And there was the poorly managed switch in billing for water and sewer services, too. THE BOTTOM LINE: You get what you pay for. The market has driven them to the rock bottom (if you are a smart shopper) so Archstone is cutting corners wherever they can. Inexperienced office help, changes in service policies, and ignoring lease requirements to keep the vacancy rates low are just a few examples. The recent wholesale changeout of their management office was never fully explained, though one could speculate that the head manager was incompetent, though her senior staff seemed to try hard to do the right thing with poor organization and leadership. Now they seem to have a better leader with fewer resources all around, which sets her up to fail. This is a beautiful property which Archstone is squandering at this point, and I couldn't honesty recommend it without the aformentioned caveats. BE SURE YOU PAY NO MORE THAN THE PRICES STATED ON THE WEBSITE. THEY WILL REDUCE YOUR RENT IF YOU THREATEN TO LEAVE (NOTE TO CURRENT TENANTS WHO ARE PAYING TOO MUCH.) THEY WILL ROUTINELY INCREASE YOUR RENT OTHERWISE.
