roaches all over the place

apt complex pays pest control but when they come out they don't spray the apt they walk in and walk out , if you don't walk from room to room with them they don't treat your apt, roaches every where and the office was told of these problems and they did nothing.roaches all in your food, beds,chairs, clothes and they craw into anything that has an opening.water bill sky high 2br water 80.00 to 90.00 a month
