The manager is lazy, roaches take over the place in the summer, something is always broke, and the noise is rediculous.

I've never found the management to be lazy here. I have noticed at times that they can be short-staffed (Only two people working in the office most of the time, and on the date that you wrote this, there had only been one girl in the office for several months) and maybe that is what you are referring to. I have never noticed any undue noise in my apartment, but I do realize that I live in an apartment and share common walls with my neighbors, so I tolerate a bit of noise, like I'm sure they tolerate some of my noise.
