Biggest Dump in Iowa City

The parking is a nightmare here. There is rarely available guest parking (and assigned placed are routinely taken when visitors can't find open parking spots). The common areas are filthy and smell. Noise ranges from quiet to reminiscent of living in a college dorm or frat house (and sometimes resembling the latter in appearance and smell too).
Also, as noted in the lease, the A/C and heat are turned off between seasons and are not turned back on until the weather stabilizes. This would usually not be a big deal, but given how much the weather fluctuates in recent years, this means that the management leaves the A/C off for several weeks until they deem the weather stable (even with highs of 85 degrees outside). The management has always been friendly and professional when I've interacted with them, but regarding the AC and heat, they are simply being cheap at the expense of their tenants. In my opinion, they should change their policy to reflect tthe changing times.
