We have all kinds of problems that the management won't rectify. Examples: dog feces throughout the grounds; washers leave small rust stains on light colored clothing; insects are terrible inside; made cheap/ wind draft through doors and windows; no insallation/ you can hear all neighbors.

I feel your pain. I recently purchased a dog that uses the toilet in the bathroom. I don't know if anybody told you this but the apt. you live in....well....there is another one next to you and possibly above and below. So what you are hearing are not ghosts but other renters. Sorry but it's the truth. Go knock on those doors and you'll see.
