I moved into this apartment complex about a year and a half ago after moving from out of town. I chose this apartment complex because I needed a washer and dryer in my apartment, and this was the cheapest one that seemed decent in the area. Not knowing the area or the apartment's reputation, I signed the contract and agreed to move in. When I arrived the apartment was in horrible condition (had not been cleaned even though they claimed it had, spider/bug problems that did not go away for 7-8 months even after the apartment was sprayed several times, holes in all of my window screens, microwave in piecese, air units without covers, extra insulation lying on the counter, dish washer not working properly, door seal worn down so air comes in/out, mold growing in/around my shower, every faucet leaky, etc.), but I was told there was no manager over the weekend and that I would have to wait until Monday to talk to anyone. Also, there was no other apartment for me, and I had movers from out of town who had to move my stuff into the apartment.
After that weekend of moving things into the apartment, I battled the maintenance and managerial staff to try to get the issues resolved in my apartment. It took over a month for them to get the cleaning crew to schedule a day to vacuum and clean my carpets, so I could move my furniture and unpack. The screens were not fixed until at least 4 months after I moved in. The dishwasher still does not work, and all the faucets still drip, even after they had been checked a couple times. Management has now changed twice in the past few months, with a completely new office staff due to people being fired or quitting. Since management has changed, the maintenance things that need to be fixed have been pushed aside. Over the winters any time it snows, there is never salt on all the sidewalk areas. When they are salted or shoveled, there is an area where residents still have to walk through the snow to get to cars because they don't shovel a path to the parking areas. Once they salt, they don't continue to salt to keep the streets and entrance areas salted, so residents don't slide constantly while driving. Also, lights in the parking lot areas tend to blow fuses or go out, and it seems to take at least a few weeks once the office is informed to actually get it taken care of. If it's slick outside, you might as well carry a flashlight to make sure you don't miss a slick spot.
When it comes to the office, there is a problem with lack of communication. When one person says he or she will get something done or get a manager (or other office staff member) to get something done, don't expect it to actually get done unless you are standing there while they are doing it. It will get pushed to the back burner until you remind them again and again. Also, if you are expecting to drop by, expect there to be times when no one will be around. Often times the office is understaffed, so the office is closed because someone is showing an apartment or went to lunch without having someone in the office while he or she is gone. Most of the people in the office have some courtesy, but that only goes as far as "hello" for many of them.
The newest management has begun renovation on the outside of the buildings, but there is still a long way to go. I believe the next step is to redo all of the balconies due to most of them being unsafe to use. I personally have never used mine because I would more than likely end up with paint chips or splinters because it is basically falling apart. The inside of my apartment has walls that were repainted before I moved in, but they painted pet hair into the wall in some areas, and some kind of brown stuff drips down my bathroom wall/door whenever I take a shower. I was told to just wipe it off with a wet rag (but it continues to drip even after I wipe it off). Also, any time anyone in my area of the building shuts a door, my whole apartment shakes. This is annoying, especially when people are leaving for/arriving home from work.
If the management could get their act together and take care of the maintenance problems and learn more courtesy (as well as understand that there are going to be concerns as management changes and work with residents to come to some agreement about what is fair for both parties), the apartment complex would not be so bad. As it is now, I can only hope it gets better.

From my experience, they don't actually clean the apartments because they don't provide electricity to the cleaners. So they just do what they can, if they do anything at all. Both apartments I looked at when I moved in were disgusting.
