Apartments are very well managed and friendly - In spite of the previous negative reviews, McCoy Apartments management team was friendly, conscientious, and did its best to accomodate within the rules of tenancy. Overall, A Nice Place to Live - The buildings are well maintained. It is within walking distance to the U of I campus and has a bus stop right outside, so it makes transportation easy.
In the one bedroom that I lived in, I hardly ever has to turn the heat on (like $40/month at most, usually $25). The downside was that in the summer it was freakishly hot.

Nice Aparments, Lousy Management The McCoys are nice and inexpensive, which is good for Moscow. There´s onsite laundry, and they´re clean and relatively new. So there´s that going for them.
