Water stops without notice

Years at this apartment: 2005 - 2005
 
Warter stops without notice. When I called, they told me it was an emergency. But a week ago when same thing happened, they told us it was a maintenance and will start in 1/2 hour time. When I mentioned that they told me that was am emergency too. I asked why the answers are conflicting, she hung up on me. Yes, no bye or sorry.
