This place is very badly maintained and very often smelled of urine in the hallways. The decent people that worked for a living were cheated by the owners because they had to subsidize the deadbeat losers living off of the government. There were police and firemen
there almost on a daily basis. Because I made a decent living I payed double what the governmental vultures did, and I didn't trash my place. My recommendation is that any decent hard-working person who may not have a lot to get started look elsewhere for an inexpensive place to live. You most likely will hate it here.
