A good place to live for those on a budget, but live elsewhere if you can afford to

Years at this apartment: 2000 - 2003
The good: close to shopping and bus lines, affordable rent, free heat, pet friendly
The bad: depending on which building you live in, it can be a bit of a walk to the parking lot and your mailbox which is inconvenient in the winter. If you?re not in a top level apartment, you will almost certainly hear your neighbors walking around on top of you, if the people smoke in adjoining units, it will filter through your heating units, many wall ac units are old, you might want to work out a deal with management to replace yours before you move in, management is inconsistent in their response to maintainence and noise issues. Severe maintainence issues will be taken care of quickly, but they tend to put you off if they don?t think your complaint is important.
The same is true for noise issues with neighbors.
I?m not sure who is to blame for this, but the unit I was in (as well as adjoining units) lost power on an average of twice a year while I was there for several hours at a time. Some buildings have water issues (they had to turn our water off for repairs on several occaisions while I was there, and sometimes it was turned off before they said it would be, once when I was in the middle of a shower). Occaisionally we would get knocks on our door late at night, I?m guessing it was from kids who lived in the building but am not sure. People tend to put their TV?s on the shared living room wall, and the walls do not filter out noise very well, so you will likely hear your neighbor?s tv (and your neighbors) a lot more than you might like to.
