They suck, the worst type of "people" you would expect to find

DO NOT DEAL WITH THESE PEOPLE AT ALL! I would rather live on the street than dealing with these people any more. They do not understand business. It was always extremely difficult to communicate with them, not to mention negotiation. We had MANY MANY horrible experiences with PPM. Just put one here. The furnace was leaking gas, and they did not do anything about it until we had to hire a professional to examine the furnace. And then we reported this problem to Illinois Power. Illinois Power sent in an engineer. With that engineer's report, these people finally came in, after nearly 5 months' waiting... Our loss was nearly $1000 during the nightmare, not to mention the cold during the winter.

After we finally moved out, these people (should I call them people') sent me a final bill, on which these were quite a lot charges ($2000) that looked weird (by the way, during our stay, we ALWAYS paid our rent on time). We requested explanations about those un-identifiable charges. They never ever provided us the explanations we requested. And, the worst thing was, about one month after we sent them our letter which requested explanations of those charges, when we were still waiting for them to reply, these PPM people reported the 2000 charge to Equifax!! Now, I have started looking for an attorney to sue these people (still, should I call them people')

As the manager of this property, I would like to clarify this review. The tenants left in the middle of the lease without paying rent and stated they were leaving the country, which they did not. They did not hire anyone to work on anything, and we repaired it once we were made aware of the situation. As required by Illinois state law, we provided a copy of each and every bill that they were charged. Once they questioned the obvious bills, we responded to them and explained in detail the questioned bills. All correspondence we have received has been answered. You cannot move out in the middle of your lease and not pay rent or utilites and expect an owner not to try to collect. You were given the option to make payment arrangements, and chose not to do so. We received no response from you, therefore, as stated, we put it on your credit.

A letter dated on May 19, 2008 was sent to PPM office, requesting explanations about the charges. We never said we were not going to pay for reasonable charges! We identified the charges we did not understand, PPM never replied. Instead, PPM reported this un-explained charge to Equifax, while we were still waiting for a response. What PPM did is definitely violating The Fair Debt Collection Practices Act (FDCPA). My attorney, as well as Equifax, is investigating this matter. In addition, the Champaign Tenant Union keeps a copy of our complaint filed in 2006, regarding our loss due to the furnace problem. My attorney is also going to work with the Champaign Tenant Union about this loss. Honestly, a couple of thousands of bucks is nothing to us. However, we got fed up with PPM and we do decide to sue them for the mental loss we suffered. According to our experience, PPM (that lady) is not the kind of people to whom we can communicate with because she never listens. PPM never offered us any options to settle the payment. Nor did PPM listen to our suggestions about settling the payment. Anyone here who ever dealt with PPM surely understands what I mean by saying "never listens". I could have written a long story about the water boiler problem, which I cannot do right now because of time. To make it short, here is a brief of the lease issue. We proposed to pay additional 2 months rent plus any reasonable costs to terminate the lease, they simply did not listen. We then paid $300 to post ads and we finally found people (two brothers, hard-working and honest people) to take our lease, PPM simply did not allow it to happen. Finally, after we moved out, we planned to pay for any amount of money to cover the gap between our moving and the day someone else moved in, however, PPM just wanted to rip us off by sending us a utility bill for ~$300/month. A moron would believe an empty, 900 sqft unit costs that much! PPM never explained how that high cost came from, NEVER EVER! If PPM had sent us a reasonable bill, things would not have become this ugly. I am not going to argue with PPM any more here because this is not the way to solve this problem. My only point of posting this here is, any person who is looking for a place to stay in Urbana-Champaign, STAY AWAY FROM PPM! You certainly do not want to get involved in legal issues. From the very beginning, we tried our best to create a win-win situation. However, that lady did all her best to bring things to lose-lose. I have two friends who also complained a great deal about PPM, especially about that lady who never listens. If you would like to know more about my or my friends??? experience, drop me a note. I will try my best to reply (my work is busy during the weekdays and I frequently fly between the US and a few countries in two other continents).

Agreed, anyone who's every used PPM or lived in Champaign, knows that these are standard practices and negligent ways of PPM. Best of luck to your lawyers clearing your good names and finally standing up to PPM!

Obviously, PPM is awaiting for a huge mess, based upon FDCPA. As one who dealt with a nasty landlord two years ago, I have already seen, from several angles, how PPM has made all the possible efforts to act illegally. For instance, the Act provides that a "debt collector" may not use various "unconscionable means to collect or attempt to collect" a consumer debt, which PPM did.

The problem with a site like this is the lies that can be printed with no way to prove they are false. The statement sent to this tenant within thirty days of vacating the property before their lease end date is A ESTIMATE REQUIRED BY LAW to be sent with the highest charges that could be charged to that account by the lease end date. As a landlord you have no idea what the actual utility bills will be until the utility company bills them but if you have not sent this estimate and the amounts are too low you may not collect actual bills you may pay for that unit. The final bill that was sent to this tenant were the actual bills for the unit from the utility company. The astronomical charges were for burned carpet, advertising to try and find a qualified tenant after they moved out and did not pay, unpaid rent from the first month they moved out until the unit was leased again, damage to the appliances and property, and utilities until the property was leased. (They turned the heat off so that frozen pipes and boiler would have caused extensive damage to the property. Everyone that leases from PPM is required to qualify the same. Income of three times the amount of the rent, good credit history and good landlord reference. If they do not have that they MAY be able to get a co-signer. PPM cannot legally tell anyone but the applicant themselves why they may have been turned down. Asking the same question repeatedly will not change the answer. Nor does it make the person not changing their answer mean they will not listen. Why should the owner have to pay for all the damages done to the property, pay all utilities, receive no rent when they have a signed legal lease? Just because the Lessees had no intention of living up to their obligations does not make them free of responsibility. They said PPM used illegal methods to find out where they moved to. Yahoo is free and just because they did not leave the country as they told PPM and we were able to find a forwarding address because none was provided does not make that an illegal practice. PPM follows the law to the letter. In alot of cases at their own expense because of the time constraints that the law puts upon you. If you do damage, do not live up to your lease and we hold you responsible that does not make us bad people. PPM has never used "unconscionable means to collect or attempt to collect a debt". If a statement with legitimate charges, explained when written questions were sent in for explanation or credits given if a mistake was made is unconscionable someone needs to check their dictionary. I wonder why we have not heard from any entity including legal counsel or even the tenant union? It is because they at least understand that these tenants do not have a case and we followed the law.
