Worst management in town.

They do not honor their leases. They agreed to have the place cleaned during the 1.5 months our apt was unoccupied, but when we moved in, nothing was cleaned. They eventually got the cleaning crew to clean later in the week when they finally arrived, after calling them out on it, but the carpet cleaners refused to clean our apt. They also never retiled the bathroom, which was supposed to happen before we moved in. Repeated calls have yet to get them to honor that portion of the lease. Watch out for things that "Kenny" might say; I'd be very wary about the claims he makes about any apartment.
About the apt at 509 E. Stoughton: Our apartment also had extremely poor insulation, a very loud, inefficient, dirty AC (they would never change our filters despite repeated requests and their acknowledgement that it was their duty to do so), the neighbors' AC dripped down onto our patio making it worthless and a bug nest, and the water-based heating in the building can't be controlled by the thermostat. We were freezing all through the winter. The piping for the heating system was also filthy. The ceilings are super thin; ours was sagging near the patio door. The windows are cheap and poor sound-proofing. They were also quite dirty on the outside when we moved in. The apt itself was a nest for pillbugs.
The maintenance team is *extremely* slow. It takes numerous calls before they do anything, even in severe cases. The maintenance manager will say BS like, "we'll take care of it right away" and promptly ignore the request. I was going deaf by an absurdly loud washroom fan, and it took them after numerous complaints over the phone and to people in person(!) over a month to replace the piece of junk. They still have never replaced the storage doors which they claimed would be done before we moved in. Actually, the maintenance workers themselves seem ok, in that they usually took care of the major problem when they finally arrived; the manager is worthless. However, one time they sent out a person to finally look into an enormous gap in the wall corner in the winter. He said he'd come back with some foam caulk to seal it up properly, but never did. Also, while finally replacing the washroom fan, one of the workers broke a light fixture's shade. Sigh.
Best solution to get them off their asses: Call once, and get them to commit to a firm date; if they don't, skip the waiting. If the maintenance problem is minor, call repeatedly. If it is worse, call the city for a housing inspection (http://www.ci.champaign.il.us/neighborhood/nhmi.php). It seems this is the only way to get them to do anything in a reasonable timeframe.
People complain about CPM, but compared to UGroup, they are decent. Renting from UGroup has been the worst experience in 6 years here for me.
