I lived in Westgate for a year. It's cheap and in a not-so-great neighborhood but I never felt unsafe. Yeah, you can smell pot around sometimes, and the cops came to our building once because the couple across the hall was having a 'domestic dispute', but that's about it. No one ever messed with us or our car. The apartments are old, but maintenance is very good (our leaky kitchen faucet was replaced in two days), the staff was always friendly and helpful. You can catch the bus right across the street that will take you directly to UIUC so it's convenient for students who want to save money and live away from campus.
