Horrible maintenance and service

I've been living in a 1-bedroom apartment here for over a month. The first thing I noticed when I moved in was that the door lock joint was really stiff: I have to slam the door in order to shut it, waking up the whole neighborhood at the same time. I've filed the online service request, which according to them is "1 of the privilege for being a Grand Plaza resident." It's been over 2 weeks and so far all that's happened was that I got an automated email saying that they got the request and will take care of it "shortly"...... Another thing is that the apartment advertisement said the apartment offers T1 connection for internet service. They don't mention the fact that the entire apartment complex is under 2 T1 lines: 1 for the office on 9th floor, the other for all others. So basically you end up with a connection that's slower than a 56k modem - yahoo.com sometimes takes over 1min to load... And I found out after I moved in that you cannot get a separate isp on your own: Anet has exclusive contract with Grand Plaza. Of course I found this out AFTER moving in: Prior to signing the contract their reply to this query was "I'm not sure... but I'm pretty sure you can get an additional line on your own." Also, I've snuck into the office floor and test out the connection from there: 32ms ping to www.yahoo.com, as opposed to the 600ms I get in my room..... The management is doing absolutely nothing to fix this problem.
