Previously good building in steep decline

Years at this apartment: 2002 - 2004
I live in this building since 3 years. When I moved in I was really satified...nice space, good views.
However, I believe that the building was acquired by the current owner and they seem to be run a someone with a recent degree in accounting, but NO idea of how to run a building tenants want to live in.
Examples:
- Out of three elevators, only two are working (since one year)
- On a recent Monday evening, none of the elevators, with the exception of one freight elevator was working (the building has 45 stories and roughly 10 units per floor). 1o people were waiting and the doorman didn't let anyone know that the elevators were out of service.
- We were quoted that gas charges would run anywhere between 25 and 40 dollars / month This month's bill is over $100. Management says that the average bill will be between the quoted range on a annual basis (needless to say that I travel 50% of the time and hardly use any heat). In all fairness, they want to issue a credit - how much I do not know yet.
- They used to charge $50 if a tenant lost his key and needs access after the office closes. Rumor has it that this rate is now closer to $100 per lock-out.
- I recently asked the doorman to hold a paperback for pickup. I was told that this is not longer possible under the arrangement McClurg Ct has with the provider of security services.
- I recenltly asked if the storage area could hold a heavy package for pickup for 2 hours. They said no - depsite the fact that there was ample space in the room.
- The noise level has increased significantly. Management verbally agrees that they have to take action, but nothing happens. HINT: File all complains in writing with confirmed mail delivery.
- The quality of the phone lines can be really bad. Management blames Verizon, Verizon blames SBC, all blame the tenant.
- Maintenance used to be really good - 2 hour turn-around. A month ago the toilet was constantly running. It took two days and three calls for an engineer to show up. Another service request was never responded to.
I could go on like this, but am running out of time :-)
