no air conditioning...unlivable

I am paying over $1500 per month and it is 80 degrees in my apartment with nothing but tiny, airless window-slits for ventilation. The management refuses to turn on the airconditioning and when I complained about the extreme, unlivable heat, they told me I should buy a fan. So much for luxury living. I actually had to stay with a friend several nights over the last month because I couldn't sleep it was so hot. The management never returned my calls, and had the audacity to tell me it is a city ordinance that won't allow them to have airconditioning until June 1st, regardless of how hot it it inside. I highly recommend against moving here unless you enjoy sweltering heat and unresponsive landlords.
