I lived on the floor with the alleged drug dealer, and, personally, I never had any encounters with him. I can also assure you that he has moved out.
That said, this apartment complex is nice if you are just moving to the city and need somewhere cheap to get yourself up and going. The apartment I have is kinda small, has little in the way of counter/storage space, and I am greatly looking forward to moving out -- but it is very inexpensive and includes all utilities (a huge plus since it's in a great area!)
The staff can be a little discourteous, but generally so long as you are polite and respectful you receive the same treatment.

They took like 10 days to fix the problem I told them about, were rude and tried to blame me for it. The drug dealer moved out but frequents the building. To hide from the police, he lives under a stolen identity. He moves often because he doesn't want to be detected and caught.
