Village Apts, North Water St

This complex is one of the worst I've lived in. It is like a safari, where you can hear the elephants above you trample across the prairie. The walls are paper thin, and if you are unlucky enough to live next door to or under a person who either (A) listens to music at a moderate level or (B) walks heavily, you won't sleep. There was so much mold in the kitchen that spores were all over the dishes in the top cabinets. Mold grew in the bedrooms, as well. Complaining about it to the office, depending on who was working, was like talking to a tree. The owner's niece worked there for a while and spent most of her time on her cell phone with friends. Once she left, service improved in the office, but maintenance did not. I had a leak in my kitchen that was never repaired. The entire floor was soaked from water coming out of the ceiling. When a maintenance guy showed up (after 2 hours), he was dressed in shorts, no shirt, dirty sneakers that got mud on my carpet, and lit a cigarette in my apartment (I had to tell him to put it out twice). He barely looked at the leak and told me to "put down a towel" until morning. The next day, no one came to look at it, nor did they until I called again. It was never completely fixed.
The man in the townhouse across from my apartment regularly walked around naked or in his underwear, and made using our patio an experience in exhibitionism. No complaint seemed to be heard; even the police coming didn't stop him. Decatur's finest.
Cars were burglarized, windows broken out, with no response from the management. Not even a "sorry that happened." You weren't supposed to park in front of the buildings, but people did it regularly and the rule was never enforced. If you left on vacation and didn't take your car, it better be in a carport or the nosey curmudgeon who acted like he owned the place would call the cops and have it towed. This happened to 2 people in a 3 month period.
The apts are overpriced, poorly designed (the flow sucks) and in need of major overhauls. The townhouses in the complex are even more overpriced. I wouldn't recommend this complex at all.
There hasn't been much money put into the Village since Cardwell has his hotel waterpark up his ass, and many of the better tenants are leaving. Some tenants had three and four cars and they didn't care where they parked them - even in your assigned carport. I had to have a lady towed because she refused to move her car from my carport one weekend.
