I've been here since March 2009 and there have been not that many cold days, however I have experienced the same issue, when is cold outside seems that the heater can not keep up plus electric bill is way to much for no heat. Reported problem to the office which they came checked the heater saying everyting is OK. I will be hear for the 2009/10 winter but for sure won't renew the lease. Another bad think is the fire station next door that makes impossible to sleep at night, about every 2 hours it will wake you up.

There is no fire station "next door". The nearest fire station is over three blocks away?? I have lived in all parts of the city and the street noise here is far less than other parts of the city, when you live on a major street. So, I'm not sure what you expected when you moved in here.
