Too many problems for wanted rent

We moved into this apartment complex in summer of 2002. The apartment complex was very nice. Very clean, well kept and work orders were completed. A little time later the manager and asst manager either quit or were fired.
The office staff excluding 2 members have constantly changed since that time. No one seemed to know what was going on our last 8 months of tenancy at this location. Work orders were moderately dealt with but a lot of work never was completed. We never had rent payment issues with the management but we had issues with how high the water/sewer/trash bills jumped after this location was hit with a big bill. We also recently received our move out refund sheet a few weeks ago to find out that we were being charged an extra days rent when we had no access to the unit to occupy it. We gave this location 60 days notice we were moving. The truck driver who was supposed to help us move died suddenly so we had to move a day earlier. We found this out 30 days before our move out. We wrote this on a letter and went to drop it off at the management office. I saw the property and maintenance manager standing outside after hours talking. I said "hello" and explained to them that we were changing moving dates to the day before. I then proceeded to drop the letter in their slot and left. We were told after receiving that move out refund sheet that they had no record of the second letter. They said they would check back into it and get back to me. Never received the call so we called back and they decided to give us the money. They had paperwork showing that we had turned in the keys that day and had no access to the unit.
They allow dogs at this property. Many times were couldn't get out of our apartment or ran down by dogs whose owners refused to lease them (which is strictly prohibited in their lease). Yes, there is a lot of dog waste all over the property.
The rent we paid was really high for what eventually happened at the property. They can't ask for $1000 in rent, not know what is going and then not expect everyone to move when the service is sub standard. We moved to another location with great hapiness. We were very unhappy. gkZ41df9CgXQPfm8K2A7
