I blame the building and the tenants. the ceilings and walls are seriously thin - and what makes it worse is despite a "no pets" policy EVERY person in my building has an animal, and a couple even have several. so, anytime the front door opens we hear dogs bark, and we hear cats running around above us.
forget about playing music or watching a movie with any kind of volume b/c it will cause your neighbors to complain.
sleeping at night is a joke - every footstep can be heard and the building squeaks in every corner.
try complaining. i dare you. since they've started to sell off the units to private investors Pebblewood is no longer responsible - you have to contact the owners, and the owners say it's Pebblewood's responsibility.
Pebblewood also says that the pet policy is up to the owner and that all those units are privately owned.
despite the noise, the unfriendly staff, the lack of parking for visitors, the constant smell of smoke in the entryway, the rising rent and an area that's scary at night (especially when someone removes the lock to the front door)... the appliances work and water and gas are free.

I live in the 2298 building and have no such problems... In fact, I believe these are the best apartments in the area. Once in a while there are kids that are being loud in the area, but kids will be kids and it is getting warmer outside. I have seen one dog in my building, but I think he was just with a visitor. As far as I know, there are no unit owners in my building. You must live in one of the buildings that has already been sold as condo units? I was told that my building will be one of the 3 that are last to go. I disagree with your statement that the walls are seriously thin, there is a newborn baby next door to me and I rarely hear it crying, and only when I am in the livingroom, which is next door to the bedroom of the baby. I do not have any problem with management not taking care of any concerns of mine, either. I don't smell smoke in the entryway, but I do agree with the statements about lack of parking, rising rent, and the area being not so great. But I haven't had any problems..... Overall I think if you compare prices with the area, this is one of the best, if not the best option.
