I have lived in this building for almost year. Main reason was money. You get what you pay for:
Here are couple reasons I would never stay at place like Westbrook apartments:

Rental office ladies are so rude that you feel like living in 3rd world country. Especially skinny bi--- (Kerry so called manager), she will not listen to your complain but tell you that you do not have right to complain. Ruth and Marryann are dumb to understand your problems. Ask any of these ladies where they live. None of them live at this property as they do not feel safe to stay here.
There is construction going on in this building since I moved in. Water will stop in middle of your shower. Rust and metal debris will flow in water pipes. If you complain to office, they would say that plumbing work is going on and it will keep happening until work would be done. Internet would not work for couple of days. Maintenance guys would start early in the morning (including weekends) to entertain you by their heavy electric tools noise. This is a construction site with all kinds of pollution (air, noise etc). People who lived here will have respiratory problems in long run. I was a very healthy person when I moved here but now sometimes I suffer from shortness of breath.
People from office and maintenance department would go into your apartment without notifying you. They would look into your person things and I had some stuff missing too. Again you have no right to complain.
As this ancient building is built of wood only including floors, you would hear people walking when you try to sleep. Sometime running people will wake you up in the middle of the night. As side door is open most of the time, anybody would get in at night and can cause trouble.
Laundry, fitness center and underground parking remind you of Texas chainsaw Massacre movie. It is scary to walk into these places at daytime and if you like to be mugged, raped or killed night would be a perfect time. Fitness center is a joke as there are old exercise equipments without having proper functionality. There is a good reason that management asks you to sign a paper that you might hurt yourself and you will be responsible for any harm to yourself.
Parking lot is full of trouble as there are a bunch of people sitting to stare at you at daytime and night time they will work on your parked cars. Funny thing is that police station is a couple blocks away from this building but there is no safety in this building.
I am just trying to help if you think I am lying; just walk into building; ripped drywalls, dirty carpet, ugly elevator with dirty floor, leaky and exposed water pipes will be some visual proofs of what I mentioned above. I went through so much pain; I want to give you an honest opinion to save you from same pain.

Honestly if you have had this many problems with the property, leave!!!! I've been here for many years and love it. The office ladys ecpecially Ruth and Maryann are wonderful. They are the sweetest people in the world. Did you ever think that its not them it you???? They property is wonderful and updated. As for your health problems that sounds like a bunch of BS if I ever heard it. It seems like you are the type of person that can never be pleased no matter what is going on. If you havent moved out it sounds like its time for oyu to consider doing so. How about buy a house were all of the problems have to be delt with by you and you have no one to come fix things for free.

This review sounds a little exaggerated... I assure you it's not. This has been almost exactly my experience, too. It hasn't (yet) caused me health problems, but maybe mental health problems. The suggestion "if you aren't happy, leave" is about the most idiotic thing I've ever heard. I had to sign something called a "lease," which is a legally binding agreement in which I lose a ton of money if I leave early.
