Move here if you want to pay a high rent, be liable for penalties, and incur high losses if you breach the lease

Bad things:

1. Lease is for a minimum of 6 months. (Compare with what other places are offering in this slow leasing market). If you need to move out before the end of the lease, they will charge you for the remainder of the lease, up to 2 months of rent after you moved out. In addition, you may lose the security deposit if you fail to notify them at least 60 days in advance of your intent to move out. In fact, you have to give them the 60-day notice even if your lease is up and don't intend to renew. It's all in the lease and you signed it when you moved in. Oh, did I mention that the leasing agent does not normally highlight these points when you sign the lease' You really need a lawyer here.

2. None of the lease traps mentioned above are negotiable when you renew in subsequent years. Presumably, they more than covered their marketing expenses after you lived there for a year. But all is fair in business and war...

3. When you move in, first-month rent check and security deposit can ONLY be paid with Cashier's Check or Money Order (no personal checks accepted).

4. When you move out, it takes them 30-45 days to mail your refund of the security deposit.

5. After only 1 day of rent late payment they slap you with a $25.00 fee.

6. Small maintenance, done by the in-house employees, is generally very good. Big maintenance, such as painting, carpet cleaning, etc. is done by outside contractors. Lately, these contractors are mostly foreigners who barely speak English and do not provide the quality service expected in this country. E.g.: the Mexican painters could not understand the Work Order and fixed the wrong wall; the Polish painters left a mess behind; the carpet cleaners forgot to lock the apartment door when they finished the job (I was at work).

7. The buildings are old, presumably from the mid-70s. The windows are cheap and do not provide adequate thermal insulation. Therefore, in the winter it is always cold, and hot in the summer. The A/C/heater cannot keep up. The heating/AC is not central, as they advertise. They only supply chilled or hot water centrally, but the fan is located in your bedroom closet and it makes a lot of noise and dust (the filter is inefficient). The pipes are old so expect to encounter frequent heat/AC outages.
The drywalls between apartments are not sound-proof, therefore you easily hear what your neighbors do. This gets ugly when your neighbor doesn't want to hear you and reports you to the management or, worse, calls the Sheriff. Hey, this is an apartment complex, not a monastic convent.

8. The new management does not enforce parking. There are lots of illegally parked vehicles during the day, when the Management Office is open. The Sheriff never does enforcement at night, either. The management asks you for proof that you insured your car before they issue the parking sticker. There is no such stipulation in the lease, therefore their request is illegal. They claim that the insurance proof is for the protection of the tenant, but they failed to give me a specific example. I suspect it is for their protection, in case you damage the property with your car.
