Beautiful Building, Poor Upkeep

First, the good: The Apartments are beautifully laid out and in my experience are quiet. The only time you hear your neighbors is if they are in the hallway. Post Office, Library, Pace and Metra transportation all within 4 block radius. Water, Heat and air are included in your rent. There are some incentives for referalls, such as a rent credit. There are on-site laundry and fitness facilites.
The Bad: All the project people that are currently inhabiting and destroying the building. There is graffiti, trash, cigarette butts all over the building. We did not have this problem when the building first opened. Like previous posters have stated, there is only one working elevator that has quit working on occasion. This is much to the dismay to the few handicapped tenants in the building.
You can tell the owner of the building wanted maximum profit with minnimum input. The windows are constructed poorly so drafts are a problem. This is a historic building with so much potential. I think they need to appeal to young proffesionals and quit allowing section-8 or downtown Joliet will never completely clean-up.

One again you are receiving a tax credit on your unit too. Be sure to ask if the apartments are Section 42 that you apply to.
