I've looked at many apartments in the area, and I have to say that Homestead is probably the best bet for the price. I've been here for a year and no problems so far.
These apartments have been here for 60 years, so there is no central A/C or central heat, but the hot water heat is plentiful, effective, and it's included in the rent. You do pay for cooking gas, but it's never more than about $10 a month for me (then again I don't cook much). In fact, the heat works so well in my second floor apartment that I need to turn it down sometimes (likely due to being sandwiched between two warm apartments).
My apartment did have an old stove, but it was replaced a few months ago with a brand new pilot-free gas stove.
The garbage pick-up right outside your back door is great in wintertime, they plow/shovel all the walks and lots promptly (they are out there at 5 A.M. on snowy mornings), the landscaping is nice, the brick buildings covered in English Ivy are fantastic looking.
The apartments are large. No dishwasher in my unit, but I live alone, so there aren't many dishes to wash.
It's extremely quiet here. Soundproofing seems to be very good, although a daytime sleeper in the unit above me complained about my music once (which wasn't very loud, and it was in the afternoon anyway), so apparently sound will travel. That, or the woman living above me has bionic hearing and is a light sleeper (and apparently expects the rest of the world to come to a halt because she chooses to work nights). People, please be aware that this is an APARTMENT. Hundreds of people live here. You will hear SOME noise, especially during the day. But all in all, it's really no big deal. Then again, I can sleep through a tornado, so maybe I'm not the best judge of the nighttime noise here.
Parking gets scarce later at night, but I have never been completely unable to find a spot. I had to park across the street in the other lot once, but I got a spot. Moving out here from the city, if I can get a spot within 500 feet of my place, I'm happy. They are adding more parking this year though.
Altogether though, I've lived in many apartments, and this one is probably the best so far. Management is friendly. I've worked in sales long enough to understand that some customers are difficult to deal with (and sometimes outright lie), so take with a grain of salt any complaints you read on here against the majority of positive reviews. Some people are never happy. Remember, you catch more flies with honey than you do with vinegar... Be polite and understanding with management and they should take care of you.
So there may not be central heat and air, and a few older appliances, but it's manageable. This isn't the Taj Mahal, but it's a damn good apartment for a decent price in a great location.

The above description seems to be the best I've read so far about Homestead. The appliances are in very good condition -- the air conditioners and stoves are new and the refrigerators are fine. The management team is excellent as is the maintenance department. No work order goes unnoticed. I recommend Homestead very highly and if they had any problems in the past, there are none now.
