Cold Typical Landlord setting

I have to say I am quite surprised that this complex turned so cold the day after I move din. The facilities on close inspection are a little worn, the appartment that was reserved for me with a fireplace was rented the day before I showed up, and on and on and on. One issue after another.
Office staff on a scale of 1 to 10 would be a -4.
