Foundation leaks a lot of air!

The apartment leaks air a lot. My heat is set at 68 degrees and it turns on every 10 minutes not joke. The property did instaln new windows but trust me it does not help. when you get your heating bill it's from peoples energy who is outrages compared to nicor...trust me
