This place is a health hazard for children and adults. There are too many to list them all, but here's a few. Wires from a broken lampost coming out of the ground left to sit in the playground area for months, a dangerous broken merrygoround. MOLD is rampant in our building from a water leak and has been left to eat through our wall and celing for 2 years after destroying the wall stucture in our apartment and carpeting (which was never fixed). Oh yeah, and when my family moved in we had ANEMITIES like secure door locks, a pool, a picnic area, a playground with swings, lights in the parking lot and grounds, heat and ac in the hallways, pest control monthly, grounds cleanup and a maintenance crew that did more than drink beer and ride aroung on a motorized cart all day and collect a paycheck and make excuses. NOT ANYMORE and it hasn't been that way in about 2 years. This place has been sued at least 4 times by different companies and lost just in the last couple of years for not paying the bills. They reportedly are not paying their city and state taxes, and this place has recieved GRANTS from the government to improve the property but will not even do basic maintenance, not even with this "new" manager who just started. They seem to let anybody move in here now too like drug dealers. This has turned into a "project" type of a community where parents just let their kids run around the property causing problems and nothing is done about it. If we try to sit on our patio to relax, it's like an instant invitation for someone to come by and ask for a cigarette or a ride or for a even if we have or blinds open! Obviously we have nowhere else to go or we would not live here! We have black toxic mold in our walls, carpeting and air vents! The crime, noise, and polluion would be cut down here if parents would be parents but that it not the biggest issue here. The residents of this community need to get together and petition the management- Cohen Esrey to fix all of our maintenance problems to be fixed or we should boycott them. They have been pocketing our money for years and we need to do something including the BBB, Fair Housing, and the health department. Also, the City of Moline needs to respond to all of the complaints they are getting about this place. We also have the tenant clause (Illinois Statute)to use if needed- where we refuse to pay rent if the important stuff isn't fixed in timely manner. Don't listen to the excuses about "we need rent money to fix things" because they have gotten about $18,000 just from us so the company has it- they are just greedy and not facing consequences for their illegal behavior which is why we need to do something or they will never stop.

Did the management tell you that they were too poor to fix it? Because that's what they told us at the time. That what they still say if you have a repair order too, or else they will just hang up. They recieved over 6 million to do improvements to the property according the some info I found too. 8 On Your Side is a good idea. Tenants have the right to habitable living conditions. Private landlords don't recieve millions in grants and tax credits and they usually don't have the nerve to tell you they can't afford to make repairs. That's what rent is for! Cohen Esrey needs to catch a clue about how their time is coming.
