flat rate for gas and heat

Its not that bad of place to live, we have had a lot of trouble with noisy neighbors. we also have trouble with heat going out at least once or twice in winter. Main reason we are moving is that they want to charge us flat rate for gas and water. The apartments are not metered so they will be charging flat rate. which means you pay for other people gas and water.
