I think this is a tail of two colonies.
The heating can ceratainly be a problem but I knew this going in when I saw the hotel style unit in the wall. If you live in a 1 bedroom, there is enough insulation from the elimates to keep the apartment warm in the winter for a reasonable cost. If you live in a two bedroom, your walls are exposed to the outside on 3 sides which makes the heating inconsistent at best.
As for the noise, well, the airport was there before I moved in (and probably before the colony was built). I knew that going in too. You can always tell who just moved in when their car alarm goes off when a 747 cruises overhead.
The best part of the colony is the maintenance and landscaping improvements. In my three years there I have seen new siding, new washers and driers, new pavement, new flower beds, remodeled clubhouse and exercise room, new exterior doors, new hallway carpet. All this and I'm paying less rent than when I moved in. Not bad.
The bad news.
Parking can suck in places and you still have to buy a city sticker. Apparently, the city coersed the colony into forcing tenants to buy a city sticker in return for police attention. "Mount Prospect: the City that Works (as long as you grease it)".
And as with most apartment complexes, the customer service at the office kind of ends when you sign the dotted line. When UPS packages arrive in your absense at the office, they don't typically notify you and they will return them if not claimed. And if you buy a home (as my neighbor did) and need just a 2 month extension to your current lease until closing...forget it, one year leases only.
