Carpet Replacement Charge

This sounds like a scam. I've never heard of any other apartment management companies that charge a departing tenant for replacing the carpet. Is this even legal' I would definately not rent here if I knew this beforehand. It's a nice place but I'm not paying to replace their carpet. Next thing they will be wanting the tenants to chip in for a new roof or something.
